The Tijuana city council implemented a security operation
Starting at 4 p.m., Avenue Revolución in Tijuana’s Zona Centro filled with children and adults in costume, gathering to celebrate the U.S. tradition of Halloween, observed annually on October 31.
The crowd showcased costumes of popular horror movie characters, Disney icons, and more. Local businesses along the avenue joined in, handing out candy to all who came by to trick-or-treat.
In response, the Tijuana City Council organized a security operation that includes 456 security officers, 98 patrol cars, and 36 traffic motorcycles. These units will patrol high-traffic areas and set up sobriety checkpoints at strategic points throughout the city to prevent accidents.
